Introduction:

Registration of Birth & Death event is a continuous, compulsory and permanent process of recording the vital events.

In Assam, the "Registration of Births & Deaths Rules 1978 was framed by the Health Department in 1978 under the preview of the "Registration of Births & Deaths Act, 1969 and implemented in Assam since 01.04.1978 throughout the state. In 1999, the Rules was modified under the guidance of office of Registrar General India New Delhi and named as "Registrar of Births & Deaths Rules, 1999."

Silent features of RBD Act, 1969:

Registration of Births & Deaths is compulsory.
Uniform Law for the country (u/s 1(2)).
Prescribed Functionaries at the centre, state, district and local levels (u/s 3, 4, 6, 7).
Births & Deaths events to be registered at the "place of occurrence" (u/s 7 (2)).
21 days of occurrence is the prescribed period of registration (u/s 8).
Allow registration beyond 21 days. No time limit for registration (u/s 13).
Allow registration of Births without name of a child up to 15 years (u/s 14).
Allow correction & cancelation of entries (u/s 15).
Act does not allow the particulars of "Cause of Deaths" (u/s 17).
Special provision to registration for citizens outside inside (u/s 20).
Provisions for imposing penalties for Non-reporting/ Non- registration and negligence.
Responsibilities respond upon institutions to report (u/s 8, 9).

Notification:

Various notifications have been issued by the Government, Health & Family welfare Department time to time the Implementation of the RBD Act, 1969 and State Rules, 1999. Some of these are follows:

1. Identification of Registrars:

Vide Notification No.HLA.662/97/Pt.-I/159; Dated 27.03.2001.

Registrar:

The superintendents of

Guwahati Medical Collage Hospital, Guwahati.
Assam Medical Collage Hospital, Dibrughar.
Silchar Medical Collage Hospital, Silchar Assam.
Ayurvedic Collage Hospital, Guwahati District.
Hospitals in the Districts and Sub Divisional.
Hospital in their respective Hospital.

The Deputy Superintendents

Community Health Centers

The Medical & Health Officers in charge of

Primary Health Centers
Subsidiary Health Centers
Mini PHCs
State Dispensaries.

2. Responsibilities reposed upon ANM as Notified:

Vide Notification No. HLA.662/97/Pt.-I/160; Dated 27.03.2001.

They will notify the events of Births & Deaths in their areas to the Local Registrars.

3. Formation of State level Committee for effective implementation of RBD Act, 1969:

4. Responsibilities reposed upon the Secretaries of Gaon-Panchayats as Informant:

Vide Notification No.HLA.926/2003/117; Dated 30.08.2006.

The districts are (1) Cachar (2) Hailakandi (3) Karimganj (4) Dhubri (5) Goalpara & (6) Bongaigaon where Gaonburahs are not appointed under ALRR.

Gaonburahs are already designated as INFORMANT.

5. Notification on implementation of "Medical Certification of Cause of Deaths (MCCD)'':

Vide Notification No.HLA.174/99/95; Dated 18.06.2015.

All Hospital managed by the State Government/Local Bodies/ Autonomous Bodies of Rural & Urban areas of the State of Assam.
All Hospitals/Nursing Homes managed by the private institution & Societies of Rural and Urban areas of the State of Assam.

These institutions will present Medical Certification of cause of death in form No. 4 to the concerned Registrar of Birth & Death at the time of giving information of death as required under the Act.

6. Formation of Inter Departmental Coordination Committee as Civil Registration:

Online Registration of Births & Deaths Event in Assam

Civil Registration System (CRS) Software Training among CRS functionaries has been launched as a TOT on 18th February, 2016. Same level of trainings were also launched in urban areas of all districts viz. Joint Director of Health Services, Medical College & Hospitals, Civil Hospitals, Municipal Corporations and Boards etc among the CRS functionaries recently.
